The following steps outline the typical building permit process. Requirements may vary depending on the scope of work

STEP 1: Talk to the Building Department

Before starting your project, contact the Building Department to discuss your plans. Staff can help determine if a permit is required, explain applicable codes, and identify any additional approvals that may be needed. Early coordination helps prevent delays and ensures your project starts on the right path.

STEP 2: Submit Application

Submit a completed permit application along with any required documents, such as site plans, construction drawings, or specifications. The application should clearly describe the scope of work, project location, and responsible parties. Additional permits (electrical, plumbing, mechanical) may be required depending on the project.

STEP 3: Plan Review

The Building Department reviews your application and plans to ensure compliance with adopted codes and local regulations. If revisions are needed, you will be notified with comments or requested corrections. Once the plans meet all requirements, the application is approved for permitting.

STEP 4: Permit Issued

After approval, the permit is issued and required fees are collected. The permit grants legal authorization to begin construction in accordance with the approved plans. Permit documents should be kept on-site and available for inspection during the project.

Inspections Required

Inspections are required at specific stages of construction to verify that work complies with approved plans and applicable codes. The number and type of inspections will vary depending on the scope of the project. Common inspections may include footing, framing, electrical, plumbing, mechanical, and final inspections. Work must not be concealed until required inspections have been completed and approved.

Timeline Expectations

Project timelines vary based on the size and complexity of the work. Inspections are typically scheduled with advance notice, and timely scheduling is important to avoid delays. Projects may be delayed if inspections are missed, work does not pass inspection, or required corrections are not completed. Maintaining communication with the Building Department will help keep your project on schedule.

Roles & Responsibilities

  • Property Owner / Contractor:
    The property owner or contractor is responsible for completing work in accordance with the approved permit, scheduling required inspections, and ensuring all work complies with applicable codes and regulations.
  • Building Department:
    The Building Department is responsible for reviewing plans, issuing permits, conducting inspections, and verifying compliance with adopted codes. Staff are available to answer questions, provide guidance, and help ensure the project is completed safely and correctly.

Completion of Work

Once all required inspections are successfully completed and any corrections have been addressed, the project will receive final approval. This confirms that the work meets code requirements and may be safely occupied or used.

Forms and Procedures

CONTRACTOR REGISTRATION

Contractors working in Missouri Valley need to be registered with the Iowa Department of Labor and have a valid Contractor Registration with the City.

PERMITS & REGISTRATIONS

Building & Structural Permits

Required for new constructions, additions, decks, accessory structures, and structural improvements

Exterior and Property Improvements

Required for replacement of roofing or siding materials

Required for installation of fences or walls on a property

Required for installation or modification of signage

Pools may require a building permit and must meet fencing requirements.

Site & Concrete Work

Required for flatwork including driveways, sidewalks, patios, and parking areas.

Required for new driveway access points

Utilities & Right-of-Way

  • Right-of-Way Permit

Required for work within the public areas including water services, sewer lines, streets, and sidewalks

Removal & Special Permits

Required for removal of structures

  • Moving Building Permit

Required when relocating a structure

Registrations & Licensing

Required for all rental units within the City and subject to inspection requirements

  • Peddler / Solicitor License

Required for individuals engaging in door-to-door sales or solicitation.

  • Vendor License

Required for temporary or seasonal sales conducted within the City.

  • Mobile Food Merchant License

Required for food trucks and mobile food vendors operating within the City.
