City Council Overview

The City of Missouri Valley operates under a Mayor–Council form of government, with the City Council serving as the legislative and governing body of the community. The Council is responsible for establishing local policies, adopting ordinances and resolutions, approving the City budget, and guiding the overall direction and growth of Missouri Valley.

The City Council consists of elected members who represent the community at large and serve set terms as defined by Iowa law. Council members work collaboratively with the Mayor and City staff to ensure the effective delivery of services, responsible financial management, and long-term planning for the City.

In addition to legislative responsibilities, the City Council appoints key positions that support the operation of City government and ensures that all duties and obligations required by law are carried out in the best interest of Missouri Valley residents.

The City Council meets regularly to conduct City business, review projects, and provide opportunities for public input and participation.

Council Meetings

The Missouri Valley City Council meets regularly to conduct City business, review projects, and provide opportunities for public input and participation. Residents are encouraged to attend meetings and stay engaged in the decision-making process that shapes the community.

Regular Meetings

The City Council holds regular meetings on the first and third Tuesdays of each month at 6:00 PM at the Rand Community Center.

If a scheduled meeting date falls on a legal holiday, the meeting time may be adjusted as determined by the City Council.

Special Meetings

Special meetings may be called by the Mayor or upon request of a majority of the City Council members when additional business needs to be addressed outside of the regular meeting schedule.

Meeting Procedures

City Council meetings are conducted in accordance with the City of Missouri Valley Code of Ordinances and applicable provisions of the Code of Iowa.

  • A quorum (majority of Council members) is required to conduct official business
  • The Council establishes its own rules of procedure and maintains official records of all meetings
  • Meetings are conducted in an orderly manner to ensure transparency and public participation

Attendance & Participation

The City Council values attendance and active participation. In situations where members are absent, the Council has the authority to require attendance to ensure that official business can be conducted.

Residents are welcome to attend meetings and may have opportunities to provide input on agenda items in accordance with established meeting procedures.
