Utility Services
The City of Missouri Valley provides water, sewer, and landfill services to residential and commercial properties. These services are billed monthly and are associated with the property receiving service.
Utilities include:
- Water – billed based on actual usage
- Sewer – calculated using average winter water consumption (January–March)
- Landfill – flat monthly rate
Utility rates are established annually through the City’s budgeting process and approved by the City Council.
Payment Options
The City offers multiple convenient options for paying your utility bill, allowing customers to choose the method that best fits their needs.
Payment methods include:
- Automatic bank draft (ACH) on the 8th of each month
- Online credit/debit card payments (processing fees apply)
- E-check payments through the City website
- Cash, check, or money order at City Hall
- Drop box located outside City Hall
Credit card payments include a convenience fee based on the payment amount.

Establishing or Discontinuing Service
Customers must contact City Hall to start or stop utility service. A meter reading will be taken on the requested service date to begin or finalize billing.
To establish service:
- Complete a utility application (in person or online)
- Provide a valid state-issued ID
- Business accounts must submit IRS Form W-9
- Pay a $100 deposit (refundable upon service termination)
Application for Water and Sewer Services
When service is discontinued, a final bill will be issued. For rental properties, service will revert to the property owner until a new tenant establishes an account
Temporary Service Discontinuation
Property owners may request that water service be temporarily discontinued when a property will be vacant for an extended period of time. Service will be shut off at the curb valve upon request.

- A $35 service charge applies for meter removal
- A $35 service charge applies for meter reinstallation
- No service availability or minimum charges will apply while service is discontinued
- The City does not drain pipes or remove meters for temporary vacancies

Service will not be restored until the full balance and all applicable fees are paid.
